Under Change Environment it states that it "cannot provide positive effects or bonuses." Is this to say that Change Environment cannot or should not create "positive" environmental effects such as calming a storm (thereby lowering/countering any negative effects which go along with it) or creating less hostile environments, (barring any lifesupport crossovers). I can see having to use dispel or suppress to "counter" effects caused by other characters Change Environments but what about getting rid of a natural storms or similar phenomena?
