This is about the Summons advantage on summoning a specific person

 

When is it appropriate and when is it not? I have trouble beleiving that it is intended if you are able to summon Lobo the wolf, an average wolf who you just happen to be able to summon

 

While on the other hand you definatly should pay points for being able to summon the greatest warrior in all the world

 

If you want to be able to summon a specific vehicle, would you need the +1? Makes for a funny situation as the F/X of I have a dozen bikes and this makes one of them appear at random cheeper than I only have one bike )

As always, just apply common sense, dramatic sense, and consideration for game balance, and you should be fine. There may be situations where the GM sees fit not to require it -- but to keep immature players from abusing the rules, it should be considered required as a default, which is why it's in the book.
