These two entries are from the FAQ. the first implies that you *can* add Persistent to Costs END Only To Activate, and the second one says you can't. Which is it?
"Costs Endurance Only To Activate Power
Q: If I have this Advantage to a Power, and only have to pay END to turn the Power on, do I also need Persistent to keep it from turning off if I’m Stunned, Knocked Out, or asleep?
A: Yes, you still need Persistent. Costs Endurance Only To Activate Power doesn’t make a power Persistent, and as the 5E text notes on page 273-74, if you’re Stunned or Knocked Out, all powers which aren’t Persistent turn off.
Q: Can a character make a power with the Costs Endurance Only To Activate Advantage Persistent?
A: No. A power has to be 0 END before a character can apply Persistent. (However, see under “Endurance Reserve.â€)"
