Clarification on Adjustment powers

pg 74 of 5E states that when the points in an adjustment power in a Multipower or Variable Power Pool is shifted to another power, the power or characteristic that the adjustment power affected fades at the standard rate. For my question let say as an example that the fade rate for an adjustment power has been lowered to a fade of say 5 per day, is that the standard rate when the points are shifted?

The "standard rate" is whatever the character's paid for, if he's bought a slower fade rate than 5 points/Turn. Obviously, many GMs are going to look askance at long-term fade rates for Adjustment Powers in Frameworks, given the potential game balance issue.
