If I choose to drain someone's Conversation skill, is it affected at 2 pts/+1? Or would the usefulness of this demand that the adjustment power be halved (like for defenses)? Basically it says: characters can only use Adjustment Powers to affect Skills, Perks, or Talents with the GM’s permission.
