Does changing a "Required Skill Roll" into a "Required Attribute Roll" (i.e., requires CON Roll) remove the -1 for every 10 active point penalties?? If I'm building some kind of lockpicking power, I'd prefer to lose the RSR Penalty if I can simply substitute a Required (straight) DEX roll instead.
