A weird question

I got into a discusion with another player about this in real life:

 

Can a character take the advantage that allows a power to draw END from an END Reserve or personal END if he does not have an END reserve?

 

The idea is that it will be a basic premice of a magic system that all spells must have the advantage, then there will be spell casting aids that let them store energy.

I don't see why not. It certainly makes sense given the premise you describe. In other contexts, if a character wants to pay for an Advantage he can't ever use, I'll just have to leave it up to the GM to prevent chicanery.
