Activating/De-Activating Powers Follow-up

Question

Earlier you were asked a question about a character with both Flight & Teleport. The character wanted to be able to do a Teleport Full Move & activate their Flight (0 phase action) only to prevent their falling. You stated that this was not possible because you can't perform a 0 Phase action after doing a Full Move.

 

However, assuming no Framework (like Multipower) or Limitation restrictions, could the character activate their Flight without moving and then do a Teleport Full Move, so the Flight is already active & preventing the fall once the Teleport completes? I guess this kind of also implies the question: Can a movement Power be activated without actually doing a movement action? Obviously they'd have to pay the full END cost on the Teleport and at least 1 END on Flight.

No — a character can’t “activate” a Movement Power and do nothing with it in anticipation of doing something later. That just doesn’t make sense. If a character’s so worried about falling in that situation, I’d suggest he buy a small amount of Triggered Flight so he can hover after Teleporting, or convince his GM to allow it anyway.
