Is Succor a 0 Phase action? Does it end your phase?

Millenium Man has Succor: +45 STR (standard effect). No rolls of any kind are needed to use this on himself. Is it a 0 Phase action? Can he turn it on and throw a punch?

 

Millenium Man decides to use this power on his team mate, boosting his team mate's STR by 45. Was that an attack action? Did he just end his phase?

Succor, like Aid, requires an Attack Roll, and thus constitutes an Attack Action (this applies even if the GM chooses to waive the roll).
