Question

Hi Steve, Happy New Year.

 

On page 233 of 5ER and FRED page 150 there is a section on Perceiving the Target Location: Misteleporting.

 

This section details a circumstance whereby a Teleporter that cant detect the location they are teleporting to must make an Attack Roll against DCV 3 with a flat -5 OCV penalty.

 

This raises a few questions for me.

 

Q1) Earlier in the same passage rules are given for a character that can partially detect their target may make a PER roll to do so at the GM's discretion. If that Roll is failed they then make an Attack Roll vs DCV 3 at -1 per point their PER check failed by.

 

Since not being able to see the target hex at all results in a flat -5 Penalty, should the penalty accrued from missing a PER Check to sense a partially seen target hex be capped at -5?

 

Q2) Do Range Penalties also apply to the Attack Roll vs DCV 3 at -5?

 

Q3) What if a character is currently flashed against both Sight and Hearing (and lacking any other unusual or extended senses) when they attempt to Teleport?

 

Presumably they must use the "cannot perceive target location" rules, suffering the flat -5 for all Teleporting, except perhaps to Teleport to an adjacent hex they could feel with their sence of Touch, but just to make sure.

 

Q4) If a character is Flashed, in a Darkness field, or otherwise deprived of their Targetting Senses they normally are at 0 OCV at Range. Is Teleporting blind a special exception, allowing the character to use their full OCV with a flat -5 penalty, or are they at 0 OCV with a flat -5 penalty for Teleporting blind?

 

Q5) Can a character use Range Combat Levels, All Combat Levels, and/or Overall Levels to boost their OCV for making an Attack Roll against their Target hex for purposes of Teleporting, or are they forced to use their unmodified DEX-based OCV?

 

 

Q6) If a character was vaguely aware of a hexes location prior to becoming sense-deprived (had glanced around the area previously), and had not lost track of their facing (or had Bump of Direction) in the meantime, and decided to teleport to that location blindly, if that character had an 8 OCV normally and 3 Overall Levels, and was Teleporting 10" blindly, which set of modifiers is correct:

 

a) OCV 8 - 5 Blind TP = 3 vs DCV 3

B) OCV 8 + 3 OL's - 5 Blind TP = 6 vs DCV 3

c) OCV 8 + 3 OL's - 5 Blind TP - 4 Range Penalty = 2 vs DCV 3

d) OCV 0 (blinded at Range) - 5 Blind TP = -5 vs DCV 3 (need a 3)

e) OCV 0 (blinded at Range) - 5 Blind TP - 4 Range Penalty = -9 vs DCV 3 (need a 3)

f) Something else

1. That’s up to the GM. It’s possible that misperception could be worse than lack of perception, depending on the circumstances.

 

2. It’s an Attack Roll. The Range Modifier always applies to Attack Rolls unless some rule or circumstance indicates otherwise.

 

3. Being Flashed would certainly constitute “unable to perceive the target location with a Targeting Sense.”

 

4. The rule on 5E 233 establishes a penalty to the Attack Roll. It doesn’t dictate what the character’s OCV is; that’s going to depend on his DEX and many circumstances, one of which might be “unable to use senses at all due to Darkness.”

 

5. It’s an Attack Roll. Normal rules for making Attack Rolls, and what can be used to modify them, apply.

 

6. I’m not going to take the time to walk through every step of this; the five questions I just answered ought to cover the situation sufficiently.
