Shapeshifting - Which Power for REAL change

Steve,

Since the general idea of Shape Shift is essentially an illusion, what power should be used for a real change instead of an illusionary change?

For example, the Tiburons from my FASA Trek (and some fish here on earth) can change their sex, so that a male becomes a female and can bear children. With Shape Shift being an illusion, it's not the correct power to make that happen.

Shape Shift is not "illusionary." It, and many other powers, can create "real" change.
