Str 0 Tk

One of my players wants a STR 0 TK to simulate the casual TK a wizard has (i.e. he puts his hand out and a pen comes out of the pen holder into his hand). I assume he would have to purchase Fine Manipulation. Would the cost be 10 (0 for TK 0 STR + 10 for Fine Manipulation) or 11 (1, the minimum cost of any power + 10 for Fine Manipulation)?

Given the cost structure of Telekinesis, technically the lowest cost would be 3 Character Points — the character would just voluntarily restrict himself to using only 0 STR, the way some characters buy Area Of Effect but voluntarily choose a lower than maximum area. With the GM’s permission, a character can buy 0 STR Telekinesis for 1 Character Point (in this case, 1 or 2 STR Telekinesis still costs 3 Character Points).
