What's the difference between "plus" and "Linked"?

Question

Several sample powers across the 5th ed. book are described as two powers Linked togother using the Linked Limitation.

 

Yet, several powers, which to my reason should have the Linked limitation as well (such as the Power Draining Cuffs on p.145) are instead described as one power plus the second power.

I figured you might use "plus" when both powers can be used individually - but in the case of the Power Draining Cuffs I'm pretty sure you can't use the Drain power without first cuffing the person -- right?

 

Most likely I missed this ruling in the book.

You didn't miss anything. The use of "plus" or "and" doesn't have any rules significance; I use whichever one seems more appropriate for a given situation.

 

The cuffs don't have Linked because "taking off the cuffs" is the condition for allowing 0 END on a Suppress (see the rules on the same page), and as such applying it seems like double-dipping.
