END Reserve Limited REC

If a character has an END Reserve with Personal REC, but does not need to breathe to take a Recovery (Life Support), is Personal REC worth less, or just the same ?

 

Is the value of Limited Recovery to be adjudged according to the guidelines for Limited/Conditional Power, or -2 as default, and less only in really extremely common cases ? e.g. Only Recharges In Daylight, While Touching The Ground, In Darkness, In Direct Sunlight, In Water, are worth -1/4, -1/2, -3/4, -1 1/2, respectivey, as per 5edR and USPD, or -2 ?

1. That's up to the GM, depending on how restricted he thinks the character still is.

 

2. I think the text explains this sufficiently; the GM can decide if he needs to alter the value, and how much.
