3. Yes, the END must be paid every Phase. Furthermore, given the way Suppress works, the character has to pay END separately for each person affected to maintain the Suppress effect. Thus, if the power costs 5 END, and four people have struck and been affected by the Shield, the character must pay a total of 20 END per Phase to maintain all those effects, plus 5 END per Phase to keep the Damage Shield active.

 

Which seems to contradict the quote below, from FAQ: Power Advantages and Add-Ons

 

Q: Since a power with Damage Shield must be Constant (either normally, or through the application of the Continuous Advantage), does the power keep affecting the victim after he’s let go of the Shielded character?

 

A: No. A Power with Damage Shield, regardless of the fact it’s Constant/Continuous, does not continue affecting the victim after the victim lets go. To make the effect continue after the victim lets go, you would have to create an appropriately-constructed Linked power.

 

Which is it? :D

I can't be sure, but I believe you're looking at the older, and thus in some cases invalid, version of the Rules FAQ. The rules for Damage Shield on 5ER 254 and for Suppress Damage Shields on 5ER 228 are consistent, except to the extent the Suppress Damage Shield rules may be a specific exception to a general rule.
