I bet this is somewhere in the book, but the section I checked was... unclear.
The 5E-r notes that a Usable as an Attack power (+1) does not allow the character to use the power normally for itself.
a) Does that make a character who wants to do both (attack and use on self) needs to buy the Usable by Others Simultaneously advantage in addition on the base power...
OR
That they need the buy the base power again for use on themselves?
Option 'a' does not look correct to me as it implies a degree of control over the power that shouldn't be, i.e. it was brought UAO because control of the power and END costs remained with the original character character.
