Running up walls

So, I've bought my speedster's running as Flight, only when touching a surface. My GM is ruling that each phase that I'm perpendicular to the ground (i.e., running up a building), I'll have to expend a certain amount of inches in flight in order to circumvent gravity wanting to send me back down... I haven't thoroughly looked through the rules, but is that how it's handled?

Regardless of what the rules say, though, your GM's ruling stands for his campaign.
