Mental power question

Can you attack someone with, say a Mind Control power and then after having hit and made the effect roll hit again and increase that effect?

 

Example: Mind man hits thug#1 with a 30pts. of Mind control. The next phase coming up he hits again with another 30 pts. Does this make it now 60pts. of control? Or actually 40pts since thug#1 would have a 10 EGO?

That requires Continuous (see 5ER 120) — otherwise a character attempting to achieve a greater effect has to use a new Attack Action, succeed with an ECV Attack Roll, and so on.
