Damage Shield, Elemental Control, and Multiple Power Attacks...

The rules specifically prohibt Multiple Power Attacks from two or more slots in an Elemental Control (FREd pg 204) -- without GM permission. Let's ignore that permission issue for the purpose of this question

 

Would this mean that a character with two different Damage Shields as seperate slots in the same EC couldn't have them both active at the same time? I realize a Damage Shield is not technically an attack, but it seems that the same logic (effectively getting two "attacks" for the price of one) would apply.

Having a Damage Shield active does not count as an "attack" in the same sense as you're thinking.

 

Then again, I don't imagine most GMs would allow an EC with two Damage Shields anyway.
