Pushed Strength and Martial Throwing

Question

In FRED near the back when its discribing the martial maneuvers its says a character can not martial throw someone who weighs more then that character can lift with pushed strength. If a character throws someone who they would need pushed strength to lift do you have them pay the extra end for pushing?

The rules don’t say that a character has to Push his STR to Throw someone who weighs more than he could lift with his regular STR — they only use that mechanic to establish an upper limit for what he can Throw, as an acknowledgement that throws often involve leverage and manipulation that make especially efficient use of a character’s physical strength. If a character wants to Push his STR for the extra damage (at the cost of extra END) in that situation, he can, but he’s not required to.
