It's really just 1 level per 1-10 Active Points in a power... with the significant caveat that values are sometimes in error due to mistakes made in measuring, assuming a character's Pushed power is his standard power level, typos in the database, etc. Maybe if we ever do a USPD update, I'll write up a little more about it.
