Physcial and Mental SPD

This question has probably been asked already,but I can't find it. So please excuse me if it has been.

 

In the game I am in one of the characters has a Physcial SPD of 3 but he has +2 SPD only for mental activity. So his overall SPD is 5. How does this work? Which Phases are mental and which are Physical? Is there a formula someplace, or is there something written in the rules about this? Does the Player pick which ones are his mental and which are his physical?
