Missile Defelection/Reflection and misses

Question

Can a character with Missile Deflection/Reflection deflect/reflect any attacks that are targeted at her, or only the ones that would hit?

 

Example: Zl'f has Missile Reflection (Bullets) and a DCV of 13. A gunman with an OCV of 5 opens up at her with an Autofire X5 RKA. He rolls a 6 and misses by 3. Can she still Reflect one or more of those bullets at either him or another target, or does she need to voluntarily reduce her DCV so he "hits" her in order to have "reflectable" material to work with?

The rules refer only to “incoming” attacks or attacks “made against” a target. From this I think it logically follows that an attack doesn’t necessarily have to hit a character for that character to have the ability to Deflect or Reflect it. However, the GM could, in his discretion, rule that an attack that misses by a considerable margin (say, 5 or more) doesn’t even come close to the character and therefore is not Deflectable/Reflectable. In any event, the standard rules on the timing of Deflection/Reflection (it’s an Attack Action, it must be declared before the attacker rolls his Attack Roll, and so forth) apply.
