I understand what you're saying, and there's several ways to approach it, which is usually the case with HERO. 1. Have the assassin buy a VPP, limited to poisons, with a certain number of charges on it to represent the number of doses he gets for brewing up some poison. When the charges run out, he has to brew a new poison with more herbs. He should have a list of poisons prepared in advance such as a Drain CON, Drain STR, Continuous HKA, etc. Then, he just has to gather the required herbs, maybe make a KS: Poison skill roll, and he's good to go again. 2. You could use the Delayed Effect advantage. Fantasy Hero outlines how you can use this to simulate an alchemist with several different potions handy. This sounds very similar. 3. Have him buy the poison he wants with limitations like "Required Skill Roll (KS: Poison)", "Charges", etc. Charges just sort of come back at a rate determined by the GM, usually daily. Getting the herbs and brewing them would just happen in the background, during the other 23.5 hours of the day you don't play out, so the charges are always available the next morning. I'm sure there's plenty more ways to go about it. Basically though, the assassin doesn't lose the points just because he runs out of doses. That would get to be a bit costly.
