Improvised Weapons II

Hugh Neilson

Question

5er p 372 tells us that a character who pays Character Points for a qweapon or attack requires no skill to use it. It goes on to indicate that "In Heroic campaigns and other games where characters get weapons and equipment for "free" (ie without paying character points for them)", they must buy weapon familiarity or suffer the -3 OCV penalty discussed on p75, 5er.

Since characters who use automobiles, lamp posts, etc. as improvised weapons have not paid points for them, does this rule apply to them? IIRC, everyone has WF; club as an everyman skill, but how far does this extend? I suspect we're landing squarely in "GM Prerogative" territory here, but I'm curious for any official insight on this issue.
