Dodging from being Covered

Hey Steve;

 

I read in the Combat Handbook about the "cover" manuever, and I thought "Hey! That's nifty, and cinematically appropriate!" So my Defense Forces show up and scream "FREEZE!" and do the thing with the dice. The player is now covered, which if I understand correctly means that the hit will now come automatically.

 

I can see getting arguments about this - so if a PC aborts to Dodge (if he can) would I simply add the Dodge DCV to the target's DCV?

No — he can’t Dodge, the attack has already been “made.” The attacker is simply waiting to actually inflict the damage. There are ways to get out of being Covered, which are discussed in the rulebook, UMA, and the HSCS, but Dodging isn’t one of them because it’s too late for that.
