(assuming I'm understanding what you're trying to achieve)

 

The effect I was trying to create:

You hit the target with a Power. Then, until a certain condition is met, they suffer the effects of the Power each time they are exposed to a coded radio signal, hear the word "aardvark", or whatever. Like a remote-controlled dog-training shock collar without the Foci.

 

Does a Resetting Trigger on an Attack Power used against a character automatically let it stick with them until the Trigger effect is removed? That was why I had originally added Uncontrolled, but in this case would that instead keep the Triggered Power running once it's Triggered?

Well, that sounds to me like an ordinary Trigger-able attack, where the Trigger condition is "character sends coded radio signal *and* target is wearing shock collar" (or whatever). IOW, wearing the collar is a precondition for using the Trigger, just like putting a bomb in place is a precondition for later detonating that bomb with a radio signal. The GM just has to decide how the target could remove the collar.
