I was just recently able to get a copy of Fantasy Hero, so maybe this is in there somewhere and I haven't found it.
If you create a Variable Power Pool that can only be changed in a given circumstance (lengthy studying of a spellbook) and each Power created with the Pool has 1 Charge, is the full -2 Charge Limitation applied to the Control Cost?
