It is targeted vs DCV, not ECV, and takes normal range modifiers. It acts against PD or ED, not Mental Defense. It has a range of 5x Active Point Cost. So, you might make the drug something like "Hallucinatory Gas". That would look like this: Cost Powers END 30 Hallucinatory Gas Pellets: Mental Illusions 12d6, Area Of Effect (One Hex; +½), No Normal Defense ([standard]; Defense is appropriate Life Support or target holds breath; +1) (150 Active Points); Based on CON (Defense: PD; -1), No Conscious Control (Only Effects cannot be controlled; Character does not control what illusions target sees; -1), 4 Charges (-1), OAF (Gas Gun; -1) Quote Link to comment Share on other sites More sharing options...
