USP - "Can't Hit Me" power questions

Ok, I think that "The Ultimate Speedster" is referred to as USP - but in case it isn't, that is what I meant. :doi: I can never remember all the abbreviations... is there a list somewhere?

 

On to the real question...

 

In this power, the SFX that affects the desolid is "any area-affecting attack that misses him by less than the radius in inches of the area" (USP88).

 

Is this just trying to say that the character is affected if within the area of any area affecting attack (this could be an AE, Explosion, etc)

 

Or, does it effectively double the AE for any such attack thrown against him?

 

I am very confused about the mechanics of this...

1. There's a list of abbreviations on the FAQ pages. It's usually a couple books behind, but it's reasonably thorough.

 

2. That description in no way, shape, or form increases the size of any area-affecting attack. All it's saying is that if the area misses the speedster by less than its radius of inches, he's going to be affected by it even though he's intangible for purposes of other types of attacks.
