Entangel vs. Damage Shield - Timing

Attacker throws a Force/Motion entangle on Target, stopping all motion and freezing it in place (entangle is physical in nature and can be broken free with STR).

 

Target currently has a Motion/Blades HKA damage shield up (a whirling steel golem with blades for arms). This particular power is only active while the target is moving and NOT attacking.

 

Immediately after the entangle hits the target does the damage shield get to damage the entangle, and then attempt every one of the target's phase thereafter? As I understand the rules, that's how it should work.

 

One of my players is stuck on the "A Damage Shield provides no defense against attacks." sentence, insisting that the damage shield cannot damage the entangle.

Yes, Damage Shields affect Entangles every Phase (unless some Advantage on the Entangle, or Limitation on the Damage Shield, indicates otherwise).
