I'm envisioning it as being between on Port Susan, north of Marysville and west of Interstate 5. It's a port city with a lighthouse, a domed arena, a baseball field, a thoroughbred track, an international airport, and a university, as well as everything else found in a city with a population of 300,000. The area is also home to the Nelson Institute of Marine Research, who relocated here after an earthquake wrecked their Santa Barbara facility. The Institute, headed by Admiral Lee Crane and Vice Admiral Charles Phillip "Chip" Morton is the home base of the SSRN Seaview, the fourth submarine to carry that name. Closer to Seattle, in Kent, Washington, is Pacific Raceways, a motorsports facility. The track URL is http://www.pacificraceways.com. The city itself will be, in the summer, hosting its first vintage car grand prix through one of its parks. A map of the course and information about it are attached. The thoroughbred track mentioned in the first post is Seacouver Downs. The area also has a second horse track, Seacouver Park, which is for harness, or standardbred horses. Unlike Seacouver Downs, which has a 7/8 mile grass oval inside a 1 mile dirt oval, it is a 5/8 mile track with a limestone, or all-weather, surface. Additionally, Seacouver Raceway is in the area. It's a road course that's used only for amateur motorsports. Edit: A second replacement of the Vintage files has been made. An MS Word document, with a B&W map has replaced the separate map and text.
