If the character wants it to remain Persistent thereafter and doesn’t normally turn it off, then Extra Time probably isn’t sufficiently restrictive to qualify as more than a -0 Limitation. In most cases Extra Time only makes sense as a Limitation on a Persistent Power if coupled with other Limitations, such as Nonpersistent or Costs Endurance.
