Naked Advantages on a single power

Got into a discussion and I might be wrong

 

But if a naked advantage can only be used with one of your own powers, that the power's endurance expendeture was based on the base power, so if the base power cost 0 endurance then the naked advantage would also cost 0 endurance.

 

is this correct?

 

This is opposed to a naked advantage that can be applied to any power (Like AP on all Firearms or such)

That's incorrect. As stated on 5ER 244-45, a naked Advantage is a separate, distinct power with its own attributes -- including the fact that it costs END (unless it's Reduced Endurance). No exception is made for naked Advantages applying to powers that cost no END.
