Admittedly, the original idea for this was to have terrorists fly a plane into the Capitol just as the President started his speech. At the same time, their conspirators on the ground would trigger a non-nuclear EMP generator, throwing Washington, D.C. into a state of panic. While it was cool, it wasn't dramatic enough.
