Naked Trigger Focus

The Spellvault Ring (Enchanted Items, p. 131) for example, a Focus that provides Trigger as a Naked Advantage, allowing a Power to be "stored" in the ring and used later.

If a Self Only Power is stored in the ring, could someone else take the Focus, activate the Trigger, and use the Power?

Or would the ring need Usable By Other as a Naked Advantage as well for Self Only Powers?

That depends on whether the Focus is Personal or Universal. In most campaigns Foci like that are Universal by default (and they certainly should be if the power is also Independent, like most magical items), but it's really up to the GM.
