Ok, to give a roughy answer, horses can go between 4 MPH walk to up to 20-30 MPH at a gallop (for only a minute or two) or up to 55 MPH for a race horse.

 

Working backwards, that suggests a 6" Running with x8 Non-Combat Multiplier (with limitations as needed) if you're talking 2 SPD. Race horses might have up to 10" Running with x8 Non-Combat. For SPD 3, that's 4" (or 7" for a race horse). And for SPD 4, that's 3" (or 5" for a race horse).

 

Realize these are rough numbers, and YMMV. :D

 

Dogs are alot easier, there are roughly two kinds. The ones you can outrun and the ones you can't. Since you're doing strategy based, assume dogs will have a 3 or 4 SPD and probably 4" to 8" Running with your standard x2 Non-Combat. 8" at 4 SPD is scary (10 MPH, 20 MPH Non-combat) while 4" at 3 SPD is only going to get that slow guy in the party with a 2 SPD or a bad leg (4 MPH, 8 MPH Non-combat).

Small/Medium Dog: SPD 2, 6", x2 NCM

Large/Hunting Dog: SPD 3, 6", x2 NCM

Guard/Combat Dog: SPD 3, 7", x2 NCM

 

Elephant: SPD 3, 12", x2 NCM
