Applying LImitations to Talents

What is the proper procedure for applying Limitations to Talents?

 

H5ER, p. 86 says apply Power Modifiers to the listed cost of the Talent and don't re-build it. This seems to be supported in the other books by things like cameras built as Eidetic Memory, OAF.

 

But in Fantasy Hero, the variant Berserk Fury with a fatigue Side Effect and Turn Undead with a holy symbol Focus are rebuilt from the ground up.

Would this only be done if the alternate version was the default and the normal version doesn't exist?

Or is this another legacy of the changes between 5E and 5ER, like the expansion of Trigger changing Follow-Through Attack?

Well, presenting a variant version of something in a book isn't the same thing as taking a published Talent and applying a Limitation to it. I have to create the variant from the ground up because people want to use it that way exclusively. The standard rule for Limiting an existing, campaign-approved, Talent is the rule you cited. ;)
