Question about the "Sticky" Advantage

So, I had a somewhat entertaining thought today. It seems like it shouldn't be allowed, but maybe it is-

If a Vehicle is struck with a sticky power, does it therefore affect all of the vehicle's occupants/passengers, as well?

 

My thought was, "Well, they are technically in contact with the vehicle." It seems like one of those weird rules calls I may have to make one day, so I figured I should get it out of the way right now.

In general, no, but of course the GM should make his final decision based on the circumstances, the special effects, and common and dramatic sense.
