0 Steve Long Posted August 10, 2003 Report Share Posted August 10, 2003 Per 5E 69, an Inherent Power must be Always On as well (though that rule needs to be relaxed, since there are instances, including published ones, where a simply Persistent power qualifies for Inherent).
