Str min for CSLs

While calling up an older HD file, I got a warning on Str minimums not allowed for CSLs, but only for attack powers.

 

Considering that shields are built with this limitation, what is the official ruling? Are STR Minimums an allowed limitation for defensive CSLs or not?

At the risk of sounding like a smart-ass (which isn't my intent, I promise ) -- if that wasn't legal, would I have written up specific rules for it on FH 198? Yes, it's legal, though of course the GM can forbid it in specific instances or campaigns if he doesn't like it.
