A character has a Multipower with Charges on the entire Multipower.
One or more slots are Constant powers with an Advantage used to make the Charges Continuing for those slots, as per H5R, p. 321.
Assuming GM permission, if a Naked Advantage is used to apply the Advantage to the applicable slots, would the END for the Advantage be paid once when the Charge is activated or each Phase that the Continuing Charge functions?
One could argue either way. The Advantage is used once to modify the Charge when it's activated, or it's used each Phase to keep the Charge modified. I suppose in the latter case, the Naked Advantage would need to be made Constant.
