NND and Telekinsis

Does applying NND to Telekinesis apply to the damage it inflicts or does it remove the ability to use normal Strength to break free/resist it? I had thought it was the former but I noticed the write for the villain "Tarantula" in The Book of the Destroyer seems to imply the latter.

OK, I'm back and have had a chance to consult my sources.

 

The basic rules for Telekinesis and NND are on 5ER 231. Tarantula is an example of what's described there, the GM allowing an exception and stating the rules for it.
