GM's make their decision on how they want to run their games, what's permissible and what isn't, how certain things work. Just because it is in the book doesn't mean it is necessarily available. Demonsong has made his decision on how things work and presented PerennialRook with an alternative to what he desired. PerennialRook was looking for suggestions and discussion, the subsequent comments being not bad considering our own lack of knowledge of what Demonsong has already set for his game. Now we know why Demonsong presented his option to PerennialRook. It's his game, he gets to make the calls, and he was kind enough to take the time to explain his own reasoning behind it.
