Adjusting Power Defense

Here's one I'm not sure the answer to and couldn't find it answered.

 

Assuming you're adjusting Power Defense (or any Defense realy).

 

Adjusting Powers work at half-effect vs Defense Powers, but is the effect halved before or after you apply any applicable defense to the Adjustment itself?

That was asked at some point and made its way onto p. 250 of the Character Creation Handbook: the Power Defense applies first.
