I think most people generally equate that to 3 = top of head, 4 = middle of head/face, and 5 = neck, but there are no official rules assigning locations with that level of precision. Unfortunately I'm not familiar with the gadget you describe, but you might try posting on the Discussion or Star Hero boards to see if someone who has read those books has some ideas or input.
