To the earlier question you answered:

 

No; NND-based Martial Maneuvers are built with the "STR doesn't add damage" Restrictive Element.

 

Does this mean that the damage from NND-based Martial Maneuvers doesn't decrease if STR is reduced (like from a Drain)? Can a Martial Artist still use such an attack with a zero STR, or even a Negative STR, and for the same amount of damage as when at full STR?

Yes, that's what it means -- though a 0 STR Choke Hold would be a waste of time, since the Casual STR roll the target gets to break out of the Grab part of it would automatically succeed, making the damage portion unusable.
