Question about Usable on Others advantage

I'm trying to build a power I cal a 'Floater Disk'. Basically, it's a large disk that flies around. I control the disk. It can carry others and they can jump on or off at their leasure. My question is, should this be built using 'Usable Simultaneously' or 'Usable as Attack'.

 

'Usable as Attack' would seem to be correct, but it precludes me from using the power myself. Plus, the power is not actually an attack and the recipient can chose whether to be affected by the power or not. 'Usable Simultaneously' would allow me to use the power myself, but would allow others to control the disk (which they can't).

 

I would appreciate any help you can provide.

Usable As Attack would be correct. If you can wait a few weeks for 6E, there's a new form of UOO called "Usable By Nearby" that's tailor-made specifically for the sort of power you're describing.
