VPP question in regards to 6th edition

A question has come up over in the Hero Designer forums about how limitations work in regard to the way limitations work with the pool portion of a VPP

but to make the question simple, when you apply a limitation to a vpp (Let's say OIF) does this reduce the number of points available in the pool for powers

 

is example one correct

 

VPP 20 base + 30 control cost; all slots OIF (-1/2)

6d6 Blast

 

The OIF applies to both the Pool and the slots:

 

20 / (1+.5) = 13.333 = 13 points.

 

6d6 Blast = 30 points. 30/(1+.5) = 20 points.

 

The active cost of the Blast is fine for the pool, but the real cost is too high

 

or is example 2

 

VPP 20 base + 30 control cost; all slots OIF (-1/2)

6d6 Blast

 

The OIF applies to both the control cost and the slots:

 

20 points of pool

 

6d6 Blast = 30 points. 30/(1+.5) = 20 points.

 

Power works just fine in the VPP.

No. The Pool indicates the total amount of Real Points; the Control Cost establishes an upper limit on the Active Points in any given power in the VPP. Limiting the Control Cost doesn’t change any of that.
