5th Ed Rapid Attacking & Skill levels

OK I have a question about rapid attacking and skill levels.

 

Does the Rapid attacker need to assign his skill levels per attack or does he just assign them to the manuver?

 

ie does a character taking 3 attacks take 6 base OCV and assign for example 7 relevant Skill levels to + OCV or does he need to assign 3 to one attack and two each to each attack?

Depending on how the Combat Skill Levels are purchased, he assigns them to either (a) the Combat Maneuver he's using (Rapid Fire or Strike), or ( the attack he's using (say, a gun or a punch). They're not assigned per attack in the sequence.
